PROFESSIONAL EXPERIENCE

Underwater Admiralty Sciences
2002 - present; Co-Founder.

Underwater Admiralty Sciences,  a non-profit organization developed to promote the exploration, identification, documentation and recovery of submerged cultural resources.  UAS provides professional services, expertise and guidance to promote, preserve, present and protect the marine environment with special emphasis on submerged cultural resources and maritime heritage.  

Mr. Allen is a co-founder of the organization, Projects Director and has served as the President of the Board of Directors since 2004.

 As Projects Director, Mr. Allen coordinates the development and execution of the organizations projects with the other directors, Board of Advisors, staff, volunteers and necessary state and federal agencies.  He has worked on the following projects:

  • Development of education programs with the Naval Undersea Museum Foundation and Bainbridge High School and a separate program with the Museum of Flight.
  • Planning and development of the B-314 Pan Am Clipper Discovery project.
  • Labrador B-17G Recovery project documentary.
  • Leadership of the team that recovered a B-17G Flying Fortress from the remote wilderness of Labrador.  Directed as well as participated in dive and recovery operations as well as conducted side scan search for the aircraft’s emmpenage.
  • Creation of the recovery plan and coordination of the expedition planning for the B-17G Project.
  • Consultation with Washington State agencies concerning the adverse affects of construction on the historic remains of the original Tacoma Narrow Bridge “Galloping Gertie”.
  • Planning, deployment and recovery of fisheries studies technology for the Squaxin Indian Tribe.  
  • Location and recovery of a Cessna 170 aircraft and human remains from southern Puget Sound.

Frequently presents on the topics of aircraft recovery and submerged cultural resources.


Northwest Maritime Consultants, LLC
2004 - present; Partner.

Northwest Maritime Consultants, LLC  provides professional services in marine damage survey, accident investigation, marine salvage, private aids to navigation, undersea technology and general marine consulting.

Mr. Allen is a highly experienced marine surveyor in the field of vessel damage, rules of the road evaluation, salvage and economic salvage recovery.  A US Coast Guard licensed Merchant Marine deck officer, Third Officer unlimited tonnage on all oceans and Master 200 tons on all oceans, his has extensive working knowledge and experience in the marine industry.   

  • Design and installation of Private Aids to Navigation for the Ports of Tacoma and Kalama.
  • Side scan sonar and ROV inspections of sewer outfalls for the City of Tacoma.
  • Represented two major insurers for 12 vessels destroyed in the Harborview Marina Fire in Gig Harbor in 2005.  Resulted in prompt service and settlements to vessel owners while significantly reducing costs to clients of the salvage and wreckage disposal.
  • Consultation and investigation of sources of oil spills in Commencement Bay.

Northwest Surveys and Appraisals, LLC
1993 - 2004; Founder.

Northwest Surveys and Appraisal, LLC  was an independent insurance adjusting firm providing multi-line services to major insurers in Washington State.  Employees handled auto and property losses while Mr. Allen specialized in marine losses.  Major marine losses that Mr. Allen handled for clients include:

  • Seattle Marina fire, April 2002. Provided consulting services to the salvor that recovered 14 of the vessels lost.
  • Seattle Yacht Club fire, January 2002 resulted in salvage savings of over $35,000.00 in the recovery of 2 vessels.  Was the only Marine Surveyor to attend the forensic evaluation of the vessel of origin.
  • Marina collapses at Edmonds and Meydenbaurer Bay Winter 1996/1997.  Mr. Allen attended over 100 vessels.  Economic salvage return to insurers exceeded 40 percent of the total claims paid.  
  • Inaugural Day Windstorm 1993, Puget Sound, over 30 vessels attended.

SAFECO Insurance/Crum and Forster Insurance

1986 to 1992, Multi-Line Claims Adjuster/Investigator 

Trained and experienced as a multi-line claims adjuster, ultimately specializing in marine losses.  Served catastrophe duty during the following disasters:

  • Loma Priata Earthquake, California 1989
  • Blizzard, Paradise, California 1990

International Offshore Services and Alaska Marine Towing

1985, Operations Coordinator

Coordination the manning and operations of a fleet of 15 tugboats ranging in size from 1,500 horsepower to 10,000 horsepower operating in Alaskan and international waters.  Coordinated the successful rescue and salvage operation of the Korean bulk freighter Garza Star left adrift in the Gulf of Alaska.

  • Responsible for manning requirements of 15 vessels, over 120 mariners from deckhands to engineers, mates and masters.
  • Daily dispatch and coordination of vessel operations, fuel and supplies.
  • 24 hour on call for handling of personnel and vessel emergencies.

Foss Launch and Tug Company

1983-84, Dispatcher

Participated in the scheduling and dispatching of the operations of a fleet of over 30 tugboats, 60 barges and 8 longshore linehandling crews in the Puget Sound and Alaska.

New York Emergency Medical Service

1982-1983, Emergency Medical Technician

While a midshipman at the US Merchant Marine Academy, obtained EMT rating and was working toward paramedic rating at time of graduation.  Served as a volunteer EMT working with EMT and Paramedic units in New York City.  Experienced in  emergency care, stabilization and treatment of all forms of trauma and medical emergencies. 

Energy Transportation Corporation, Sealand Services, Foss Launch and Tug Company and American President Lines

1980-1982, Midshipman/Able Bodied Seaman

Academy training included serving a year at sea aboard American merchant vessels broken into 6 month periods during 3rd and 2nd class years.  Duties aboard ship ranged from chipping and painting to navigation, shiphandling, cargo and watch standing underway.  Vessels served aboard:

SS LNG LIBRA, 910 foot liquefied natural gas carrier operating between Indonesia and Japan.

MV SEALAND LIBERATOR, 710 foot D-9 Containership serving liner run between US west coast and Asia.

MV JEFFERY FOSS,  120 foot, 3000 hp tugboat with tandem tow of container barges providing liner service to SE Alaska.

SS PRESIDENT CLEVELAND, 605 foot C-5 freighter providing tramp service between US west coast and Asia.

 

Military Service

Naval Control of Shipping Organization
1989 - 1992; Lieutenant, USNR-R.

The mission of the unit was to control movements of merchant shipping and cargo during wartime and national emergency.  Served as Intelligence Officer, Security Officer and Convoy Officer.  Participated in multi-national convoy exercises.  Honorable discharge from Ready Reserve to pursue business development of Northwest Surveys and Appraisals, LLC.

Mobile Inshore Undersea Warfare Unit 2122
1985 - 1988; Lieutenant (j.g.), Lieutenant, USNR-R.

The mission of the unit was to conduct coastal surveillance and port security and harbor defense.  Served as Assistant Maintenance Officer, Cryptography Security Officer, and Operations Watch Stander.  Planned and coordinated operations in Puget Sound involving Coast Guard waterborne and Army air assets. Participated in multi-national exercises with Canadian Forces in 1986 and 1988.  Served in Operation Bright Star in the Middle East in 1987.

U.S. Merchant Marine Academy

1983, Ensign, USNR-R.

Served as Master of the Academy Training Vessel MV Neried, provided training cruises and introductory seamanship classes for the incoming class of 1987.
